The White House did not respond to a request to clarify what should be studied. However, Mr. Trump has\u00a0previously referred\u00a0to a long-debunked fable about how Gen. John J. \u201cBlack Jack\u201d Pershing crushed a rebellion in the predominantly Muslim Moro Province of the Philippines after the Spanish-American War.<\/p>\n

During a\u00a0February 2016\u00a0campaign stop\u00a0in South Carolina, Mr. Trump claimed that Pershing captured \u201c50 terrorists\u201d and shot all but one with bullets smeared in pig\u2019s blood.<\/p>\n

The survivor was ordered to spread the tale of the episode, Mr. Trump said, \u201cAnd for 25 years, there wasn\u2019t a problem.\u201d (Mr. Trump\u2019s tweet on Thursday added 10 years to this alleged peace.)<\/p>\n

Various versions of this myth began circulating around the time of the Sept. 11, 2001, attacks, often in\u00a0email\u00a0chains\u00a0and on discussion boards online. In\u00a0one\u00a0version, Pershing also buried the rebels with \u201chog guts dumped atop the bodies.\u201d And in another, in a column\u00a0published\u00a0in National Review in December 2002, a few months before the invasion of Iraq, the act was attributed to unnamed troops under Pershing\u2019s command.<\/p>\n

\u201cThis is a repeated myth that has no basis in truth,\u201d said James R. Arnold, the author of \u201cMoro War: How America Battled a Muslim Insurgency in the Philippine Jungle, 1902-1913.\u201d<\/p>\n

Mr. Arnold\u2019s view was echoed by eight other historians who were interviewed by PolitiFact when Mr. Trump made his original claim. (It earned him the website\u2019s lowest rating, \u201cPants on Fire.\u201d)<\/p>\n

Further dispelling this event and the suggestion that it was highly effective and ushered in an enduring peace is its dubious timeline. Most versions of the tale say the episode occurred around 1911, but the Moro Rebellion officially lasted another two years. After 1913, Americans back home lost interest and United States troops withdrew.<\/p>\n

Studying Pershing\u2019s historically documented actions during the Moro Rebellion \u2014 generally \u201ca carrots and stick\u201d approach, Mr. Arnold said \u2014 confers no silver bullets on how to approach terrorism.<\/p>\n

Pershing \u201cunderstood the imperative of having American forces involved at the grass-roots level,\u201d\u00a0wrote\u00a0Col. Robert M. Cassidy of the Army, a professor of strategy and policy at the U.S. Naval War College. But Pershing could also be brutal, killing women and children in\u00a0one large battle, for instance.<\/p>\n

To the extent that the Americans \u201cwon\u201d over the rebels, Mr. Arnold attributes that to an outsize battle: The Moros had no outside support, were insulated on an island and were outgunned.<\/p>\n

The rebellion is nevertheless relevant, Mr. Arnold said, in that \u201cit was our first war against an Islamic insurgency\u201d and the first that employed what is now called \u201cnation-building\u201d \u2014 which Mr. Trump has pledged to end.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
